{RFC} creating disk objects returns locked objects

So in profiling I've noted we need 8 locks - bzrdir, wt, branch, repo
each, times 2.

This is quite a few round trips to mkdir rename etc etc.

I'd like to change the object creation api to return locked objects. In
a chat with ddaa he thinks this is reasonable too - but we should ensure
reviewers look for 'unlocks' in finally: clauses quite aggressively.
