On further inspection it looks like the problem is just that the silly
http proxy at my hotel is just retaining things it shouldn't, so we get
old versions of some weaves.  If anyone else has a problem please let me
know.

I'm going to do a few things now:

 * Try to confirm this is the problem

 * See if there are any additional headers we can set in urllib or
   pycurl to get the right behaviour.  I'm not too optimistic; Microsoft
   ISA is pretty bad.

 * Make fetch check that weaves or knits which are fetched contain all the
   versions we require.
