[PATCH] mv command takes over

Or it was failing because I was in bzrlib/ instead of the root of the
tree where setup.py is, perhaps.

Ah, well, that's getting deep for me.  I don't know Python (nor,
really, is it on my list to learn), so I can only get away with
blindingly simple edits of things that are obvious to anybody who
programs in any language.

Besides, I kinda like the file being left alone and just
unversioned...   ;)
