Launchpad.net should soon have a page that will take CVS repositories on
one end and pop out Bzr branches the other end.

If you can't wait or need to roll on your own (say its nonfree software),
then take a look at tailor (http://www.darcs.net/DarcsWiki/Tailor) as
referenced on http://bazaar-vcs.org/BzrMigration.
