going with init-repo for now

Just a note, I'm going to go with 'init-repo' as the command for now on
the following rationale:

 Martin is ok with it as a starting point, though sub commands might be
better in the long run. (bzr repository create for instance).

 Like create-repository it will be a top level and visible command.

 It made sense to use 'init' as a prefix as we use 'init' for a very
similar thing already.
