branch formats - bzrdir nearing completion

I'll have to look at it. I'm sorry I've been disconnected lately. We
just moved to a new house. *lots* of stuff to unpack. :)

Anyway, I'm fine with the idea of just having the next branch format be
the split-out metadir format. I just haven't reviewed the code to say
more than that.
