Discrepancy between file_id_involved and compare_tree

Due to a bug in my Tree Transform work, I discovered a discrepancy
between file_id_involved and compare_tree: A file whose state is
reverted will not be detected by compare_tree, but it will be detected
by file_id_involved.

I believe this is correct; file_id_involved should detect more file_ids
than a tree comparison.  Here's a test case to show it.
