bzr.dev fails to run selftest without paramiko

All of the sftp test fail on Windows (they seem to give Permission
errors when trying to open_exclusive the temporary file), and the latest
code from Robert won't run if paramiko isn't installed, because the
Adapter always tries to load the sftp module.

I'll probably bring my win32 branch up-to-date, and see if I can do some
cleanups there.
