[RFC] bzr handles unicode

I have a branch available here:
http://bzr.arbash-meinel.com/branches/bzr/encoding/
Where I'm making sure that bzr commands can handle unicode paths, and
committer emails, and messages, etc.
And I'm testing that commands which shouldn't care if they can't display
the right path (because sys.stdout cannot encode it) do succeed. And
ones that should care fail.
I'm not requesting a merge yet, because I haven't updated all of the
commands. But everything I've done so far seems to work, and I would
like some feedback to make sure I'm going down the right path.
