Hmm. Maybe we need to be very specific here, because there are two
possible meanings of 'shared'.
1. The current set of tags is shared among all branches
2. The storage of tags is shared among branches, but the current set of
tags may vary.
It's easy to start going in circles. If your mental model of 'tags' is
global, then 1 makes sense. If you think a tag could mean different
things, depending on branch, then 2 makes sense. For standalone
branches, I don't see any way to emulate 1.
