We've done this already.  In the next branch format, a standalone branch
will have

.bzr/branch/revision-history (etc)
.bzr/repository/inventory.weave (etc)
.bzr/checkout/inventory (etc)

In the meantime, branches with no working tree should have no
.bzr/inventory.
