Windows (XP) version of cron is "Scheduled Tasks".

The official route is Start/All Programs/Accessories/System
Tools/Scheduled Tasks

It ends up creating a Scheduled Tasks folder in Control Panel, which has
an icon for starting the Scheduled Task Wizard.

Then it asks you a series of questions of what program do you want to
run, etc.
I can't say that it has great functionality, but I think you could get
it to do what you want.

Apparently there is also:
http://www.visualcron.com/

But I have never used it, so I cannot vouch for it in any way.
