At the following page you may take a look at output of "bzr selftest"
under windows (with current bzr.dev):
http://nicecode.org/bzr/selftest-win32/bzr.dev/

Current result is:
FAILED (failures=11, errors=16)
(was 20 and 26 without the changes you have merged from my branch)

I will try to run selftest regularly and post results.

I may even try to find a cron analogue for Windows...
