I think bzr is dependent enough on docstrings, and that -OO is rare
enough, that we should just refuse to run.  I'd consider it a bug that
python -OO bzr commit -h didn't produce help, or that error messages
were broken.  At the bare minimum, we should do "Warning: bzr was
designed to be used with docstrings enabled."

If someone cares enough about -OO, they'll suggest how we can deal with
the problems.  Let's wait until there's evidence someone cares.
