What if we changed the BzrNewError message such that it checks to see if
there is a docstring, and if none is available, it tries its best.

Maybe just printing self.__dict__
Or maybe something like:

bzr: ERROR: docstring unavailable, run without -OO, here is what I do know:

I realize that isn't the best text. But the idea is to have something
like that.
