Actually, I would rather see it register itself. But register itself as
a dummy command.

So that you get:

$ bzr gannotate
No DISPLAY set, command not available.


Rather than getting:

$ bzr gannotate
bzr: ERROR: command gannotate not found

??? What? I swear I installed it. Yep, there it is in my plugin
directory. Why isn't it getting loaded.
