~/.bzr.conf Vs ~/.bazaar

I agree. Since we used to always use ~/.bzr.conf and the upgrade has
only happened recently. We could even silently upgrade, but I prefer to
just let people know they need to rename the directory.

I also think all commands should go through the osutils.config_dir()
since that is why it exists.
