That's what I thought first, but AIUI, he's saying, "this operation
needs to use an intermediate cache before copying all these files to the
local repository", with the explanation that "I accidentally broke my
connection. After this, bzr reports that trees are identical, but they
really aren't identical; some of the revisions are missing".
Since this is a known weakness of greedy-fetch, (that greedy merge won't
install missing non-branch-history revisions if their descendants are
present), I suspect that's what he means.
