Aegis is pretty much splat bang in this domain - its a process control
system pretending to be a VCS. That is - all the effort in development
there is about making a process control system ensure code matches a
policy - i.e. 3rd party review, tests that fail before non test code is
patched etc etc etc.

Peter is pretty keen to get different backends active with Aegis, so one
approach here would be to integrate a bzr backend with Aegis.
