I don't agree. I'd expect the normal usage to be:
- see that I have a plugin in the "system" plugins dir
- "check it out" into my personal plugins dir
- make changes
- if my changes don't stick:
- be really surprised
- send mail to the mailing list asking about it
- be pointed to the FAQ or RTFM ;-)
