[PATCH] update selftest to allow plugins/modules to add themselves

The attached patch creates some global variables in selftest, so that
plugins can add themselves into the normal "bzr selftest" setup.

I'm doing this because otherwise it is fairly difficult to create
unit-tests in the bzrlib framework, and why suffer when the framework is
right there.

All current tests still seem to work.
