[PATCH] short option stacking

I'm resubmitting my short option stacking patch, so that it is
up-to-date with the latest bzr.dev {rev 636}.

I also changed how I do the tests, so you don't need my test framework.
This should apply directly to mainline, and at least do some minimal
testing.
