bzrweb diff breaks on non-ascii characters

Seems there is some minor goofyness going on when a patch has some 
non-ascii character.

You can see it happen on 
http://bazaar.laranja.org/index.py/diff/yi-meiyou/33/34 - on revision 
34, I added the trademark character to FAQ.txt, instead of "(TM)".
