You cannot use bzr on the tree, while bzrserver is running.

BUT, bzrserver is *not* the recommended way to run bzrweb; it's just a 
debugging utility to help developing bzrweb itself.  The "right" way to 
run bzrweb is using the index.py CGI script.

If for some reason someone prefers to run bzrserver stand-alone, I'm 
sure it's easy to fix it to unlock all trees in the end of the request. 
  It's just not supported right now because I didn't bother. :-)
