Bazaar 1.6 release candidate 5

Two more issues were found sequentially, so we are now on the 5th candidate
for release as 1.6. One was a strict regression, the other was just a problem
with a new feature that I chose to disable.

The problem found in 1.6rc4 is significant enough that I'll be delaying
1.6-final until Monday, August 25th (one week after 1.6rc4 was released). The
1.6rc5 fix was not a regression, so I don't think it needs to push back the
release date.

Many thanks to all those who have been testing the release candidates, and
making sure that 1.6-final will be a high quality release.

      directory of the target. It interacted badly with push, and needs a
      bit more work to get the edges polished before it should happen

    * Fix a regression in knit => pack fetching.  We had a logic
      inversion, causing the fetch to insert fulltexts in random order,
