[apparmor] AppArmor 2.11 Beta 1 Released

The AppArmor development team is pleased to announce the 2.11 Beta 1
release (a.k.a. 2.10.95). Major elements in this release are the
recently landed stacking policy support and enhancing the python
utilities to support more of he policy rule types.

Release notes have not been written yet, but for the AppArmor 2.11

any issues in time for the final 2.11 release.
