Simon just reminded us about a merge proposal to address this, among
others:

https://code.launchpad.net/~sdeziel/apparmor/usr.sbin.sshd-refresh/+merge/282088

I merged it into 3441 -- it may take some time to trickle back to packaged
releases, however.
