[apparmor] added toplevel README file

Based on discussions this week, I have checked in a README file in the
toplevel source. Please review and adjust as necessary. It is
intentionally fairly terse and intended to just get someone started with
getting AppArmor compiled and installed, as well as running the various
test suites.

The kernel patching section is still marked TODO. It would be good if
John or someone familiar with AppArmor patching for their
distribution/system could update this section.
