[Vote] Gnome Modem Manager

I have reviewed this app and changed it's install directory from
/opt/gnome-modem-manager/ to /opt/extras.ubuntu.com/gnome-modem-manager/

I also made some changes to the packaging files to fix lintian and
arb-lint warnings.
