Could you submit this as a source tarball rather than a binary tarball? That is, bundle up the files before you run the build/install process, so we get the full source. (Specifically, we don't expect to see compiled .dll and .exe files in the tarball.) The tarball should include instructions for building, installing, and running the app (a simple README or INSTALL file is good enough). It should also include a notice of the GPLv2 license somewhere within the source code, generally a copyright notice in the README file, and the full text of the license in the file named "Copying" or "License". You can see the GPL instructions on how to apply the license at:
