Queue review proposals

Hi all,

Last night I spent a couple of hours looking through all apps in the
queue and wrote a report [1] that I hope can be helpful as a first-pass
review. I looked at all of the apps pending review, wrote some comments
and recommendations on the next actions to take.

I identified some low-hanging fruit apps that can be acted upon straight
away by reviewing the submitted PPA or source package. The rest of the
apps need a source package or a PPA.

You'll see all these in the overview listed in the workflow section's
tables.

So here is my first proposal:

I think it might be a good idea to distribute the work to cut down the
queue by assigning reviewers to each package. Having looked at the queue
in detail, I'm sure we can manage to reduce the queue to a manageable
size and get some of these cool apps into extras by the end of next week.

And I would like to suggest that:

- Each ARB member picks up a slot in the 'Low-hanging fruit' table by
adding their name to the 'Reviewer' column. Adding the name means
committing to having reviewed the app by the end of next week
- Each ARB member picks up two or more slots in the 'Rest of the queue'
table in the same way. The first suggested actions on this table are
asking feedback to the app author through MyApps, which shouldn't take
more than a couple of minutes.
- Sync up next Friday or any other suitable day next week on a 'Queue
Review Status' meeting

And the second proposal:

- Building upon the idea of the 'Queue Review Status' meeting above, I
think it might be useful to have such a weekly meeting to simply go
through the queue and discuss and act upon which entries need attention.
I know there are review shifts in place, but this would be more like a
regular sync up to ensure the cadence of the reviews. Bhavani seemed to
like the idea when I was chatting with him on IRC about it, and he
pointed out that for Ubuntu development there used to be something
similar in place, the REVU day.

I think this could be helpful in reducing the time of replies and also
the size of the current queue. What do you think?
