rotating meeting chairs

At the meeting today I suggested rotating the chair duties for our 
fortnightly IRC meetings, like the Tech Board does. General consensus 
was positive, and we figured we should take it to the list so everyone 
has a chance to comment.

Basically at the end of each meeting, we would decide who will chair the 
next meeting. So far, the duties of the meeting chair are:

- Updating the agenda page for the next meeting
- Sending out reminder emails
- Pinging members at the start of each meeting
- Cat-herding the meeting: issuing the MootBot commands and keeping 
discussion moving along

We'll probably add to that list as we go, figuring out recurring tasks 
that go with the meetings.

I haven't thought much about how we pick the chairs. Maybe something 
simple like rotating through members alphabetically, with accommodations 
when members can't attend a meeting on their rotation.
