hypre (2.8.0b-4) unstable; urgency=medium

  * Team upload.
  * Apply patch from Bas Couwenberg <sebastic at xs4all.nl> to turn libhypre-dev
    into an arch:any package, to be able to specify a stricter version
    restriction against libhypre-2.8.0b.  Closes: #837109
  * Bump Standards-Version to 3.9.8, no changes needed.
