I received the same notification in my XUbuntu installation and I
upgraded via the updater. I don't know if that's the advised way
to upgrade but it worked for me. :)<br>

Xubuntu 13.10 users should expect to have the upgrade notice
already, and it would be the "right" thing to do. But as always,
take backups before upgrading.<br>
<br>
Only the LTS->LTS path would be still disabled by default, AIUI.<br>
