Thats an interesting factoid ... I wonder if it has something to do with ACPI replacing apmd. I don't know when that transition took place or even if Ubuntu ever used apmd (I never had a laptop so it wasn't a subject I kept up with in my history as a linux user) but it might be something you would want to look into.
