[xubuntu-users] Window manager shortcuts

I'm using Xubuntu 24.04.3 and have window manager shortcuts defined as
follows:

Maximize Vertically      Super+F9
Maximize Horizontally    Super+F10
Maximize Window          Super+F11

I also have Focus Follows Mouse and in the Window Manager Settings Menu I
have "Raise window when clicking inside application window" checked because
I do not want the windows all popping to the foreground as I move the mouse
around the screen.

So far so good.  However, when I maximize a terminal window, there is good
chance the it will not be at the top of the stack and will maximize behind
other windows.  Is there any way to force the maximized window to
automatically move to the foreground without having to click on it?

Related: are there any tools to control the minimizing/maximizing/raising
of windows from the command line?  If so, I could cobble together some custom
commands to execute when the above key sequences were pressed.
