Xubuntu is not Ubuntu and gnome. So, the desktop environments do not 
duplicate.

To control your processor speed, try indicator-cpufreq.

Install either through synaptic or

$ sudo apt install indicator-cpufreq

Then from the terminal:

$ indicator-cpufreq

If you have Status tray running in your panel, you will see an icon 
appear for selecting the possible power settings for your processor 
(Intel processors generally have a choice between Performance and Power 
Save).

When changing the setting, you will be asked to enter your 
administrative/sudo password.

To learn more about this command/app:

$ indicator-cpufreq --help

or

$ man indicator-cpufreq

Finally, you will probably want to run this process in the background 
(probably $ indicator-cpufreq &). For further info, see
