[xubuntu-users] How to Report Kernel Problems?

During a recent install of Xubuntu, discussed in detail in my next-most-recent 
post to this list, I found a problem with defects in a later version of the 
Linux kernel.

No WiFi networking was the problem. After searching and finding that the 
correct Intel drivers were installed, having read someplace about kernel 
issues, I booted with the 4.10.0-28-generic version of the kernel - rather 
than the default 4.13.0-26 generic version. Magically, WiFi networking came to 
life.

I hesitate to update, fearing that the usable version of the kernel will 
disappear, which also leaves me stuck with a kernel with no patching for 
spectre and meltdown.

How does one let developers / maintainers know about this difficulty.

Background: this is on a new, Lenovo X1 Carbon Gen 4 laptop. The problem item:

lspci -vv -s 04:00.0 tells me:

Network Controller Intel Corp Wireless 8260
Kernel driver: iwlwifi
Kernel Modules:iwlwifi
