Both of these issues suggest to me that your system's list of packages
is not up to date. Are you able to run the system update? Probably
part of the Gnome Software, or maybe in the menu as "Update System" or
some such.
Another possibility is that the lists are up to date, but some common
repositories are not included. Can you check that all not-source
repositories are marked for use? They are called things like "main",
"universe", and "multiverse" or might have descriptions like
"maintained by Canonical", "Community maintained software" and
"software restricted by copyright or legal issues", respectively. If
one or two of those are not checked (selected), then select them and
try updating your system.
