I don't know what is used by a default Xubuntu install, however, the
information I found mentions that xflock4, as part of xfce4-session from
upstream could be used with, xscreensaver, gnome-screensaver, xlockmore
or slock for locking the screen. The Ubuntu packages recommend
xscreensaver or light-locker. Without using the xflock4 script, it's
possible to set a lock command by
  xfconf-query -c xfce4-session -p /general/LockCommand -s\
  "light-locker-command -l" --create -t string
Assumed light-locker is installed, a tab is added to
xfce4-power-manager.
