I am definitely not an expert on Linux, but maybe I can contribute here.
It is a system required when you want to input languages like Japanese, 
Chinese or Korean.
You type is something with the ordinary English keyboard, and the system 
converts it with the help of something else
into the characters of the relevant languages.

So, unless you are using one of those languages, I don't think you need it.
