[xubuntu-users] machinectl error message

I'm trying an example from the machinectl man page, which fails with a
strange message.

root at monster:~# machinectl pull-raw --verify=no
http://ftp.halifax.rwth-aachen.de/fedora/linux/releases/21/Cloud/Images/x86_64/Fedora-Cloud-Base-20141203-21.x86_64.raw.xz
Failed pull image: The name org.freedesktop.import1 was not provided by
any .service files

What does this mean?
