That links to the guide developed by Ubuntu community members, as well
as the Debian guides and other resources for building .deb packages,
as well as resources for asking for help from developers (this is a
user list, so there aren't many developers who can answer questions
here).
It's worth noting that many projects begin by creating a .deb package
and uploading as a PPA, and refining it policy and structure-wise
until it's good enough for actual inclusion in Debian and Ubuntu.
