You will not be able to do this without supplying .debs. I suggest you
take a look at the Debian wiki, there are extremely good guides for
making them there, along with all the information you need to have the
package submitted to the repos. Most of these steps you will need to
take anyway to have them in the Ubuntu repos, so you might as well
start at the Debian wiki.

There are people who will be able to help you make .debs, but I'm not
sure what mailing list I would go to for help. Check the wiki, and
maybe try a development list if there isn't one for package maintainers.
