Run synaptic from the command line, i.e. open a terminal window and
enter 'synaptic'. It may produce some error messages that show what's
wrong.
Also you could try (at the command line):-
sudo apt-get --fix-broken install synaptic
and/or :-
sudo apt-get --fix-missing install synaptic
