look in your
$HOME/.config/xfce4/xfconf/xfce-perchannel-xml/xfce4-keyboard-shortcuts.xml
For double definitions of left_workspace_key, right_workspace_key, 
up_workspace_key,  and down_workspace_key. Remove the first of each.
This is an old problem, but I thought it had been solved because I can't 
reproduce it here anymore. Did you get the latest updates?
