[xubuntu-users] Desktop icon fonts

I am now running Xubuntu 14.04. In the past I have sometimes wanted to
change the colour (not the size) of the fonts that go with the icons on
the desktop. To do this I have edited the hidden file .gtkrc-2.0. Now I
want to do the same I find that I do not have this file installed.

Has something changed or could I simply create this file from scratch?
I have done some research, but am now rather confused.
