[xubuntu-users] Changing Default DNS Server

I seek an authoritative answer on the following question: how does one change 
the default DNS server i.p. address in Xubuntu 12.04?

There is a lot of old and out-dated info on the various how-tos / help source 
- including Ubuntu's "official" source, which suggests edits to 
|/etc/resolv.conf. In some cases, the changes appear to work but old defaults 
re-appear after rebooting.
