I've just got the information from the Xubuntu Developers Mailing List:

Xubuntu did not, does not and will not follow Ubuntu's Hardware 
Enablement stacks way. Xubuntu just uses the Ubuntu numbering scheme. It 
rather targets outdated hardware, low on resources. Xubuntu does not 
focus on a faster environment compared to Unity on modern, fully 
equipped hardware.
