Add something that fits to your keyboard to /etc/X11/xorg.conf:

$ cat /etc/X11/xorg.conf.d/keyboard.conf 
Section "InputClass"
       Identifier "keyboard"
       MatchIsKeyboard "yes"
       Option "XkbLayout" "de"
       #Option "XkbVariant" "nodeadkeys"
